On 26 May 2021, the Trade Union of Education and Science Workers of Ukraine (TUESWU) concluded a new Sectoral Agreement with the Ministry of Education and Science of Ukraine for the period 2021-2025. The document was signed by Georgiy Trukhanov, TUESWU President, and Serhii Shkarlet, Minister of Education and Science of Ukraine, during their meeting in the Ministry.
The previous Sectoral Agreement between the Trade Union and the Ministry, concluded in November 2016, had a number of amendments, in particular due to the adoption of a new version of the law «On Education», and in order to strengthen social protection of teachers during lockdown and pandemic.
The provisions and safeguards contained in the Sectoral Agreement were used by local organizations to address issues related to employment contracts, wages, working hours and rest periods, and additional benefits and guarantees. They are the basis for concluding agreements in the regions and collective agreements directly in educational institutions. Such agreements have been concluded in the vast majority of cities and regions of the country and cover almost 23 thousand educational institutions.
The President of the Trade Union emphasized that the achievements of the Sectoral Agreement included a certain increase in education workers' salaries, an increase in the duration of annual leave for preschool teachers, and an increase of students scholarships.
«Social dialogue is a real path to change for the better and the whole Europe is following it. Our Trade Union is convinced that the path of social dialogue will remain a priority in relations with the Ministry of Education and Science of Ukraine in addressing crucial problems of the education sector, creating decent working conditions and opportunities for further leraning», Georgy Trukhanov concluded.
Serhii Shkarlet, Minister of Education and Science of Ukraine, stressed that the new Sectoral Agreement had more than 15 new clauses that would be implemented in cooperation with the Trade Union.
«It is difficult to single out priority positions in the new Sectoral Agreement, they are all important. I am very grateful to the trade union, to the experts of the Ministry who negotiated it and I’m happy to sign it», Serhii Shkarlet said.
The Trade Union of Education and Science Workers of Ukraine will continue a constructive dialogue with the Ministry aiming to improve the well-being of educators.
