Another attempt to block the activities of the FPU
On June 5, 2025, a group of representatives from the National Agency of Ukraine for the Identification, Search, and Management of Assets Derived from Corruption and Other Crimes (ARMA) and employees of the management company KAMparitet unexpectedly arrived at the Federation of Trade Unions of Ukraine (FPU) and announced that the Pechersky District Court of Kyiv had issued another court decision imposing an arrest on the Trade Union House.
The visitors categorically demanded that the FPU President and employees immediately leave the Trade Union House, replaced the security guards, and prohibited access to the building.
This act is considered an interference with the trade union activities of the FPU, which carries out its legitimate mission of representing and protecting the legal rights and interests of employees at the national level. This has destabilized the work of the most powerful center for helping people, where citizens' appeals are considered daily, advice is provided on the protection of their labor rights, and legislative proposals are prepared.

On May 21, the Pechersky District Court of Kyiv cancelled the arrest previously imposed on the Trade Union House and cancelled the transfer of this building to ARMA. The resolution states that this judicial decision is not subject to appeal. However, on June 5, the FPU learned that the Pechersky District Court of Kyiv had reimposed the seizure on the Trade Union House, but no new tender had been announced.
The FPU declares that such a method of enforcing a court decision is unacceptable, as it must be carried out in accordance with the requirements of Ukrainian legislation, in particular, the Criminal Procedure Code and the Civil Code. Due to these actions, the employees of the FPU office and the FPU 36 member organizations working in the building must, in accordance with the law, be notified in advance of such a court decision and carry out the necessary preparatory work for negotiations with ARMA and the management company in order to reach an agreement.
This issue is being monitored by the FPU, and appropriate actions are being taken to find a legal solution and resolve this conflict. The main thing is to prevent violations of the laws, rights, and freedoms of citizens—trade union members who perform their duties in the workplace.
On June 6, 2025, employees of the Federation of Trade Unions of Ukraine and all-Ukrainian trade unions were unable to exercise their constitutional right to work (Article 43 of the Constitution of Ukraine).
Unknown individuals used force to prevent trade union employees from entering their workplaces in the Trade Union House, which is owned by the Federation of Trade Unions of Ukraine. This constitutes deliberate obstruction of the lawful activities of trade unions and their elected bodies in their own building.
The Federation's leadership acted within the law, the police were called, the relevant reports were drawn up, and the employees wrote statements about the deliberate blocking of their lawful work activities.
The Federation of Trade Unions of Ukraine calls on state authorities, human rights institutions, the media, and the international trade union community to pay attention to this situation, which is a challenge not only for trade unions but also for the whole of civil society in Ukraine.
The FPU President addressed members of parliament regarding the situation surrounding the Trade Union House
President of the Federation of Trade Unions of Ukraine, Grigoriy Osoviy, sent an appeal to the people's deputies of Ukraine in connection with the situation concerning the use of the Federation's property.
The letter emphasizes that trade unions have been effectively deprived of access to their workplaces in the building on Independence Square, which they had been legally using for decades.
The FPU expresses concern that certain legal mechanisms allow property to be transferred to third parties without due consideration of the interests of trade unions, which, according to Osovyi, poses a threat to the association's human rights, social, and organizational work.
The appeal also emphasizes the importance of respecting constitutional guarantees regarding freedom of association, property rights, and social dialogue.
The Federation of Trade Unions of Ukraine calls on Parliament to take measures to prevent the escalation of social tensions, prevent violations of trade union rights, and ensure an impartial review of the situation.
